Harris asked point blank about overruling Parliamentarian

First TYT shows a clip of Harris saying she understands the need for a $15 minimum wage. That is followed up by the clip below where a reporter then asks her if she'll overrule the parliamentarian. And she prevaricates and does not give a direct answer, which means no she will not. Are you happy with that answer?
