It's not that he needs to work with Repugnacons, since they have no interest whatsoever in that. And it's not like he has to compromise with some in his own Party, as he says he's willing to fight them on the SALT deduction (but not the minimum wage). So could the reason he's going small and ineffective be that it's the usual establishment concessions to big business for their blood money? It seems a reasonable assumption since the walk isn't matching the talk.
