Why is Biden negotiating with Repugs on infrastructure?

Repugs could not be any more clear that they will not negotiate one bit on anything Biden or the Dems propose. So why is Joe wasting time haggling with them over the infrastructure Bill? It will only delay passage of the Bill to the point that it just never passes, exactly the Repug intent. What's up Joe? Forget them and just fight for what you want.
