Nina Turner is right

So why is Biden wasting time negotiating with a Party that will not give an inch and vote against it anyway? And whose only strategy is to delay the Bill so it doesn't get passed before their summer break?  It does make me wonder if he's serious about  it because he can't be that naïve.
