It requires the death of democracy, exactly what the Party is doing by deciding who wins elections. Of course they'll still have elections to give the appearance of democracy, but they will count only the votes they want and throw the rest out.

More media will be State-run propaganda machines like Pox Spews. Since its inception such networks have proliferated and will come to dominate corporate media. Minor democratic media will still be around to give hope to the lie of fairness, but they will be so marginalized as to be insignificant. 

The dictator will have a private military to enforce his fascism. We're seeing hints of it already with DeathSentence doing exactly that. Twitler did it with Customs and Border Protection. Only the new dictator will take it all the way into a police state that 'disappears' opposition like Russia.
