Maddow obtained a Justice Dept. memo from May signed by Garland that keeps in place a Barr policy. That policy said no investigation of a Presidential candidate can be initiated without the approval of the Attorney General. To do so might give the appearance of political partisanship.
Hence Twitler, knowing this, is thinking of announcing his 2024 Presidential candidacy as soon as possible to take advantage of this and avoid Justice Dept. investigation. It makes Garland look like he's stalling so he can use this as an excuse for not prosecuting the Twit, a frightening prospect.
