Hartmann explains their new caging tactic. Caging is sending out postcards disguised as junk mail to verify current voter addresses. If not returned then Repugs purge that person from the voter roles. But what's new is that they only send them to those voters who haven't voted in the last election. Given the statistics that working class people vote more for Democrats, and that they have to take off work to vote, they are more likely to skip mid-term elections. So they get these postcards and often throw them out thinking it's junk mail. The Supreme Corp ruled that it is legal. 

So every registered Democrat must check on their voter registration well prior to any election to see if they've been purged. The above is only one of several Repug schemes to eliminate Dem voters. Repugs know they will lose if everyone has access to vote.
