You can find it here. He encourages us to use these effective memes freely to influence the mid-term elections.  He says about memes: 

"Elections don’t hinge on memes. But they can influence public perception of how an election is unfolding—and that, in turn, can alter the appetite voters have for one side of a ballot battle or another. Memes can even—at the margins—change undecided voters’ hearts and minds."
