SCOTUS arguments on obstruction of an official proceeding

18 USC 1512(c) follows:

"(c) Whoever corruptly—

(1) alters, destroys, mutilates, or conceals a record, document, or other object, or attempts to do so, with the intent to impair the object’s integrity or availability for use in an official proceeding; or
(2) otherwise obstructs, influences, or impedes any official proceeding, or attempts to do so,
shall be fined under this title or imprisoned not more than 20 years, or both."
 
Part of the arguments centered around the meaning of 'otherwise.' The plaintiff contends it refers back to documents or records only and the DOJ argues it means every other way to obstruct an official proceeding. However in a twist it can also be argued that the conspiracy to replace official electors with fake ones in itself pertains to section (c)(1) in that it was altering records and documents.
