That's their conclusion based on the evidence. Normally having Russia help a US candidate would be sufficient to cause dire concern. But given Trump and the Republican Party are openly echoing Russian talking points, having Russia's backing is now seen as a positive to their supporters. Their slogan may as well be Rootin' for Putin.
