First of all, it's a solution for a problem that is exceedingly rare. This report explains how the Act is designed to prevent legal citizens from registering to vote, remove legal citizens from voting roles, and release sensitive voter information to the Dept. of Homeland Security for their unscrupulous manipulation. In short, it doesn't want legal citizens to vote because they do not want democracy.
