District Judge bars DOJ settlement with him

This report confirms that the lawsuit was brought for an "improper purpose [...] for a 'settlement' that had no viable basis in law or fact." Therefore the judge barred DOJ, IRS or him from citing any agreement they made "as evidence of a settlement in the case." Their agreement is meaningless in a court of law and not enforceable.
