US Supreme Court denies Trump on mail-in voting

According to the SCOTUS 7-2 decision, the majority wrote that Trump's stay request is denied and that "the Government is unlikely to succeed on the merits of its challenge to the District Court’s preliminary injunction." The District Court's preliminary injunction argued that USPS' "final rule in unconstitutional" and that opposing "Plaintiffs have established a substantial likelihood of success on this claim" (p. 25). That seems to agree that the entire Trump scheme is unconstitutional.
