Budapest Memorandum

Per the Memo, Ukraine gave up its nuclear weapons for assurances that "prohibited Russia, the United States, and the United Kingdom from threatening or using military force or economic coercion against Ukraine." Russia's invasion was a direct violation of the agreement. We can be sure that they will violate ANY future agreement that might come out of negotiations.
